CBI has charged both the Congress leaders under section 420 and 120(b) related to cheating and criminal conspiracy of India Penal Code and section 13(1)(d) and 13(2) of Prevention of Corruption Act.
The central agency claims that the restoration of the plot on old rates caused a revenue loss of about Rs 67 lakh to the exchequer.
Haryana Governor recently had accepted the CBI’s request to prosecute Mr Hooda, being a former Chief Minister, in the case.
The Bhartiya Janata Party (BJP) after coming to power in the state had announced to get investigated the AJL land allotment matter and handed it over to Vigilance Bureau in the year 2016.
The bureau had investigated the matter on a complaint filed by Haryana Urban Development Authority. The case was later on given to CBI which after investigation had booked Hooda(then Chairman of HUDA) , Vora and others on April 6, 2017.
The charges on Hooda are that he restored the plot to AJL, allotted on August 30, 1982, on old rates allegedly violating the rules and causing a loss of about Rs 67 lakhs to the exchequer. A plot measuring 3360 Sq. mtr. was allotted to AJL in 1982 with a condition that it will do construction on it within six months but it was not done till 1992.
In the year 1992 then Estate Officer of Panchkula had resumed the plot and refunded the amount paid against it after deducting ten per cent out of it. The AJL had appealed against it in revenue department which upheld the decision of the Estate Officer.
